Our Constitution

PREAMBLE

Apart from the WeChat platforms which comprise of only Ugandans who are currently in China or those who exited the mainland due to the pandemic and have hopes of returning back, the rest of the other platforms for Ugandans in China (UGiC) were launched to link up all Ugandans currently living in China and those who once lived here and left to share knowledge, promote businesses, rescue, unite through spreading our culture, entertainment, fashion, travel, lifestyles using several social media platforms. Realizing the need to restore hope for Ugandans who had given up of ever achieving their dreams due to the pandemic that befell the mainland and the world at large, this community is positioning itself to unite, promote, facilitate, support or undertake any activity that will improve the quality of Ugandans in China. The community shall be committed to unite, love and and protect the image and reputation of all Ugandans in China. Therefore, as members of Ugandans in China community, we do hereby proclaim this constitution as a guiding document to all present and future members. All members shall abide and carry out community activities according to this constitution and by laws.

SECTION 1: The name of the community shall be UGANDANS IN CHINA
SECTION 2: The abbreviation “UGiC” shall be the accepted abbreviation of the community and shall be accepted as a name.

The community shall be a non-profit making body, non-discriminatory in regards to gender, age, language, religion, pregnancy, disability, medical condition (HIV or cancer related), ancestry, marital status or sexual orientation and shall keep within its mandate in accordance with the provision of this constitution and other rules and regulations made herein under.

The community shall carry out its activities in Beijing in Northern China as the base but will extend its operations to all cities all cities of China wherever Citizens of Uganda reside.

SECTION 1: VISION To Unite, promote, facilitate, support or undertake any activity that will improve the quality of life for Ugandans in China.
SECTION 2: MISSION To positively contribute to the improvement of Ugandans in China through unity, support and awareness in response to community needs and aspirations.
SECTION 3: OBJECTIVES Ugandans in China is established for the purposes of acting in the overall interests of the people in which it Unites with respect to:
  • a. To promote community awareness and pride to encourage the participation of Ugandans in China members in community projects and events.
  • b. To identify community needs and to consult with the appropriate bodies to promote the development of services, programs, projects and events to meet the identified community needs.
  • c. To raise awareness of and provide information on issues that affect the community and its future to provide a platform for community members to raise issues of potential concern to the community.
  • d. To advocate for and facilitate participation by Ugandans in China members with the Chinese government, embassy and other bodies concerning society plans, developments and public projects of Ugandans in China.
  • e. To plan, administer, operate and maintain the necessary community structures, facilities, and leadership to achieve the purposes and functions of the community.
  • f. Lobby and advocate for fair policies and laws that affect Ugandans in China.
  • g. To love and protect the image and reputation of all Ugandans in China.

SECTION 1: REQUIREMENTS
  • a. All Ugandans living, working, studying and visiting China.
  • b. Full member: someone belonging to any known Ugandans in China WeChat group.
  • c. Part member: Ugandan not belonging to any known Ugandans in China WeChat group
  • d. Membership decisions will not discriminate on the basis of religion, sex, gender identity, pregnancy, disability, age, medical condition (cancer-related), ancestry, marital status or sexual orientation.
  • e. All members are required to demonstrate support for the purpose of this community.
SECTION 2: RIGHTS
  • a. All members are eligible to attend all gatherings of this community.
  • b. All members are eligible to any financial support from the community after approval.
  • c. Members of Ugandans in China WeChat platforms shall not be part of the second or third platform.
  • d. Only cabinet members will be part of all Ugandans in China platforms for proper management.
SECTION 3: WITHDRAWAL OF MEMBERSHIP
  • a. Members may have their membership withdrawn for failure to adhere to the requirements for membership as stated above.
  • b. Membership shall be withdrawn after death of a member.
  • c. A simple majority vote of the quorum of membership at a regular
  • or special meeting shall be sufficient to withdraw membership.
  • d. Members membership shall be withdrawn after 12 months of not staying in China.

SECTION 1: The governing body of this Community shall be a cabinet composed of ten to fifteen members elected by the membership of the Community.
SECTION 2: Senior members that have stayed for 2 years in China shall make nominations and determine the candidates for election to the Cabinet. One-third of the adult members of the Community shall constitute a quorum.
SECTION 3: Cabinet members shall be elected on the election date and shall serve for a period of two years.
SECTION 4: Elections of the community shall be called and held under the direction of the Constitution, By-laws and Electoral Committee Road map.
SECTION 5: The President shall organize himself within 30 days after each election date by electing from within its membership a Vice President, a Permanent Secretary, a 5Finance minister, Chief Whip and other ministers as it may deem necessary. Ministers elected from without the Cabinet shall not vote therein. The term of office of each elected officer shall expire when his successor is elected and qualified.
SECTION 6: FUNCTION AND POWERS
  • a. Planning, Reviewing and passing policies for the community.
  • b. Recruiting representatives to different regions of the community
  • c. Reviewing performance of representatives, discipline and or terminate delegates in accordance with community policy
  • d. Mobilizing resources on behalf of the community.
  • e. Providing technical and other managerial support to UGiC leadership.
SECTION 7: REMOVAL OF CABINET MEMBERS
  • a. Any member of the Cabinet who has a record involving dishonesty, abuse shall forfeit his office.
  • b. Any member of the Cabinet who is absent from-the regular meetings for a period of three months without cause or excuse, may have his seat declared vacant by the Cabinet, where- upon the Cabinet shall fill it as in other vacancies.
  • c. He/she has died or become a person of unsound mind. d. He/she resigns the office in writing by giving a one-month’s notification to the president.
  • e. He/she is requested in writing to resign by the majority of the cabinet or the President/chairman, in which case it must be stated clearly why the member in question is being asked to resign.
  • f. He/she ceases to be an active member of the community for a period of 3 months without any expressed or sound reason.
SECTION 8: MANAGEMENT OF OUR PLATFORMS Since this is voluntary work, we shall rotate admins of our platforms, the President will be responsible for the rotation and also supervise all cabinet members on duty. The chief whip also remains admin in all Ugandans in China platforms to help maintain discipline and rules of the community.
SECTION 9: FUNCTIONS AND ROLES OF THE ADMINS
  • a. They shall be responsible for Organizing, coordinating, directing,, monitoring and reporting all the affairs of the community to the cabinet. The shall report directly to the cabinet and shall give constant feedback during monthly and reflection meetings. Responsible for the day-day implementation of the activities of the community and will be closely monitored by the president.
  • b. They shall by all means represent and promote the interest of the community in the field and at other levels and they shall be obliged to report to the cabinet on the progress of their services.
  • c. They shall Issue official cabinet group notices and tag all community members where necessary.
  • d. Only the Chief whip approves all requests since he follows up most community cases to avoid adding people with pending indiscipline cases.
  • e. Only Chief whip deletes members with indiscipline cases.
  • f. In absence of the chief whip, other admins can help delete members with indiscipline cases and also approve new requests. On doing this, the other admins need to communicate to the chief whip which members were deleted to help the chief whip follow up the case.
SECTION 10: REMOVAL OF CABINET MEMBERS A cabinet member shall cease to be one under the following considerations:
  • a. He/she has died or becomes a person of unsound mind.
  • b. He/she resigns the office in writing by giving a one-month’s notification to the President of UGiC.
  • c. He/she has been proven as being morally irresponsible.
  • d. He/she is requested in writing to resign by the majority of the cabinet/management team or the president/chairman, in which case it must be stated clearly why the member in question is being asked to resign.
  • e. He/she ceases to be an active member of the community for a period of 3 months without any expressed or sound reason.

UGiC shall have its organization structure as shown below:

SECTION 1: The community for the purposes of accomplishing its objectives will fundraise and collect contributions or donations from the willing members.
SECTION 2: COMPOSITION OF FINANCES The funds of the community shall be derived from;
  • a. Personal funds from cabinet members.
  • b. Donation and gifts from member contributions
  • c. Fundraising.
  • d. Income generating projects such as events, customized products
  • e. Grants from agencies to support a given project.
  • f. Cabinet member fines for misconduct.
SECTION 3: COMMUNITY FUNDRAISING RULES
  • a. Fundraising must be done for only registered members.
  • b. The ministry of finance must check records of how the person applying for fundraising has been participating in community programs, campaigns or helping others in one way or another not necessarily financially.
  • c. UGiC cabinet members must clearly investigate the case before addressing it to the community. Thus, no one is allowed to post direct to the platforms before consulting the Welfare ministers and getting cabinet approval following the rules and regulations.
  • d. All UGiC community fundraising must be carried out by the finance ministry or any other person entrusted by the cabinet.
  • e. Fundraising for ticket is done by friends and as cabinet we join as friends. f. A Qr code for a created group to fundraise for any Member will be posted in the main Platforms for friends to join willingly but name lists and red packets should all be sent in the created group, not directly on any main platforms.
  • g. The person who is seeking for community fundraising must come out with satisfying evidence, which the cabinet will follow up, investigate and give approval.
  • h. UGiC will not under any circumstances assure the applicant to cover the full amount required for solving the issue.
  • i. Some cases like for a member who is so ill and need assistance for medical attention will be given assistance as soon as possible.
  • j. The finance ministers payment QR codes will be shared on the main platforms for friends to contribute willingly incase a UGiC member has lost a close family member. Note that; only the mother, the father, the spouse, and the kids, of members are the accepted close family members.
  • k. When a member loses a close family member, condolences can be sent directly to them and it should not necessarily be a fundraising campaign, the community can always mourn in different other ways not necessarily only through fundraising.
  • l. If the cabinet receives 2 or more members that need a fundraising at the same time, they will follow the UGiC community rules and can also consider a case that is more urgent.
  • m. The cabinet should give feedback either the case is accepted or not to the applicant within 3 days after application.
  • n. The cabinet should follow the above rules and serve the community without fear or favor.
  • o. Note that, all campaigns cannot last for more than 3 days. 16.Also note that once unusual campaigns occur, there will be special communications and procedures on how to carry on.

SECTION 1: The election date shall be during the China October National Holiday
SECTION 2: Any member of this Community shall have the right to vote.
SECTION 3: All elections shall be by secret ballot and shall be held in accordance with the constitution, rules and regulations of the Community.
SECTION 4: It shall be the duty of the Electoral commission to notify each person of his election within Ten days’-thereof.

SECTION 1: The Cabinet shall not restrict or in any way abridge the rights 'of its members guaranteed under the Constitution but it shall be its duty to see that the full constitutional rights thereof are maintained and preserved.
SECTION 2: All members of the Community shall be accorded equal right and opportunity.

The Cabinet may for the purpose of forming a federation or union with other communities of like character appoint a committee to meet with such societies, and submit its findings to the said Cabinet for appropriate action.

  • a. This Constitution or any part thereof, may be amended by the legislature upon passing a special resolution to that effect by the President. The draft copy of the proposed articles to be amended shall be prepared by the permanent secretary.
  • b. This Constitution and By-laws may also be amended by a majority vote of the full members of the Ugandans in China Community voting at an election called for the purpose by the President: Provided, that at least 30 percent of those entitled to vote shall vote in such election; but no amendment shall become effective until it’s been approved by the Permanent Secretary of the Cabinet. It shall be the duty of the President of the Ugandans in China community to call an election upon receipt of a written resolution signed by a majority of the cabinet.

The community shall have an official seal that shall bear its logo and shall be kept by the director. The community documents (legal and officials documents) approved by the cabinet shall bear the seal of the community.

A. PRESIDENT;

  • i. The President shall be the Chief Executive Officer of the Ugandans in China community (UGiC) and shall supervise and manage all the business and affairs of UGiC community and platforms.
  • ii. The President shall be a signatory on all documents, cabinet reports and any kind of transactions of the community and cabinet.
  • iii. The President shall ensure that all orders, resolutions and decisions of the cabinet are carried out. He/she shall give tasks to cabinet members and receive reports from all cabinet members.
  • iv. The President shall be responsible for the overall advancement and development of the UGiC.
  • v. The president shall be responsible for developing relationships and partnerships with other organizations. He/she shall work with UGiC cabinet to lobby, establish and develop the community.
  • vi. The President shall have the power, in consultation with the Legislature body to appoint cabinet members to represent the interests of UGiC.

B. VICE PRESIDENT;

  • i. The Vice President shall, in the absence of the President, preside at appropriate meetings. Should the President resign or otherwise be removed from office prior to the completion of his/her term, the Vice President shall assume the office of President and, with the advice and consent of UGiC cabinet and legislative body, a replacement shall be elected as President of the UGiC with guidance of UGiC constitution.
  • ii. The Vice President shall perform whatever duties the President may from time to time assign to him/her.

C. SPEAKER;

  • i. The Speaker presides at all sittings of cabinet .
  • ii. Where the speaker is not able to do so, one of the two deputies presides, for our case the deputy Prime minister or Secretary for Cabinet.
  • iii. No cabinet business can take place without the speaker in the chair.
  • iv. The speaker also takes precedence over all people in the community except the President, the Vice President and the prime minister.
  • v. In view of this, the speaker may act on behalf of the president if neither the president nor the vice president is able to do so.
  • vi. The speaker conducts cabinet votes (election)
  • vii. Speaker assuming the presidency due to the death or removal of the president and vice president. The Speaker also works hand in hand with the chief whip and advisory to implement laws with the guidance of the constitution.

D. PRIME MINISTER;

  • i. The Prime minister shall be responsible for the day to day administration of the UGiC cabinet. He/she shall implement strategic programs, as approved by the Executive Committee and the UGiC Cabinet including organization of all meetings and Agendas.
  • ii. The Prime Minister directs the functions of the cabinet and supervises the implementation of the Cabinet Programmes
  • iii. Coordinates UGiC Community preparation and consideration of matters or cases to be decided by the UGiC cabinet.
  • iv. The Prime Minister has the right to decide the days and the order for the presentation all cabinet sessions.
  • v. The Prime Minister is the political leader of the UGiC leadership and is responsible for reconciling the differing views on leadership policies held by the various Ministries represented in the leadership.
  • vi. The Prime Minister is also responsible for coordinating UGiC Leadership work with that of Executive.
  • vii. The Prime Minister stands in for the President of UGiC community whenever the President is prevented from carrying out his or her duties.
  • viii. He/she shall ensure proper use of the UGiC logo, seal and stamp.

E. DEPUTY PRIME MINISTER;

  • i. Functions on behalf of the Prime Minister in case of his/her absence.
  • ii. Take over from the Prime Minister in case of resignation, or removal.
  • iii. In the absence of the Speaker or Secretary for cabinet, the Deputy Prime minister shall preside at appropriate meetings.

F. REGIONAL REPRESENTATIVES;

  • i. Promoting the interests of UGiC within their area.
  • ii. Organizing events for members within there area.
  • iii. To represent the members living in their region. They will act as an essential link between their members with UGiC cabinet.
  • iv. Seeking out and helping potential regional activities to area members.
  • v. Work hand and in hand with all other Ministries to extend services to members within their areas.
  • vi. Supervise and monitor all activities and programs of UGiC community within there area.
  • vii. Encouraging members within there area to participate in UGiC community programs and activities.
  • viii. Report all cases within their area to the executive.

G. PERMANENT SECRETARY;

  • i. The Permanent Secretary shall be responsible for the UGiC‘s records. He/she shall be responsible for overseeing the recording of the proceedings of meetings of UGiC cabinet and of the Annual General Meeting.
  • ii. He/she shall have authority to give notice required by law or by these Bylaws. He/she shall be the custodian of UGiC’s books, records, contracts, and other documents.
  • iii. The Secretary shall oversee and ensure the publication of the most up-to-date bylaws, policies, procedures and other documents of UGiC in consultation with the legislature. He/she may affix UGiC seal or logo to any lawfully executed document requiring it and shall perform whatever additional duties the President or Vice President may, from time to time, assign to him/her.
  • iv. To formulate all vital documents and communications to UGiC community in consultation with other ministries.

H. MINISTER OF FINANCE

  • i. Providing quality service to the community through the finance / treasury department.
  • ii. The Minister of Finance shall be responsible for UGiC‘s finances including budgeting and fundraising. He/she shall maintain compliance standards for donors and funding sources in line with the UGiC fundraising rules.
  • iii. The Minister of Finance shall receive, deposit and maintain custody of all funds and securities belonging to UGiC. He/she shall disburse funds under the direction of the Executive Committee.
  • iv. In the absence of the President, Vice President, Speaker, Prime minister and Secretary, the Minister of Finance shall preside at appropriate meetings.
  • v. The Minister of Finance shall present a comprehensive audited annual financial report to the Annual General Meeting of UGiC cabinet, and shall perform any other duties that the President or Vice President may from time to time assign to him/her.
  • vi. Assisting in Developing and establishing adequate human resource management.
  • vii. Assisting in Developing and implementing a decentralized and fully integrated Financial Accounting system for the Community.
  • viii. Improving Internal Audit function in the Community.
  • ix. Developing, implementing and monitoring UGiC activities
  • x. Management information systems for use in the Treasury/Finance department and the wider Community Service.
  • xi. Finding projects that can support the cabinet and community financially.

I. 2nd MINISTER OF FINANCE

  • i. He/she shall work under the direction of the Minister of Finance and shall lead the development and oversight of the financial affairs of UGiC including production of internal and external financial reports as required.
  • ii. He/she shall perform all other duties as may be assigned to him/her, from time to time, by the Minister of Finance.
  • iii. Functions on behalf of the Minister of Finance in case of his/her absence.
  • iv. Take over from the Minister of Finance in case of resignation, or removal.

J. MINISTER OF IT;

  • i. The Minister of IT shall be responsible for developing and implementing strategies for building and enhancing relationships and partnerships with other organizations.
  • ii. Improving the administrative and technical support services for the community.
  • iii. Develops or assists in the development and production of program advertising, promotional flyers and related brand building initiatives.
  • iv. To manage, promote and maintain all UGiC social media platforms, emails, fax and websites.
  • v. Maintains UGiC records on database, creates programs and provides reports. Provides contact point for registered and prospective UGiC member information.
  • vi. He/she shall perform all IT duties as may be assigned to him/her, from time to time, by the President of UGiC.

K. CHIEF WHIP & DEFENSE MINISTER;

  • i. To follow the Constitution and laws of Ugandans in China, implements and enforces orders of the Executive.
  • ii. To carry out its activities directly and through law enforcement agencies, group activities including cabinet communications.
  • iii. Ensuring the rights, freedoms and legal interests of citizens, property of individuals and legal entities, protection of the constitutional order, the rule of law, security of the individual, society and the cabinet.
  • iv. To control, coordinate and ensure the effectiveness of the activities of law enforcement agencies at all levels, primarily in the field of crime prevention combating crime, pornography, unnecessary attacks etc.
  • v. Organization of execution of criminal penalties and other measures of criminal-legal influence, correction and re-education of law breakers and also finding the missing community members
  • vi. Take a systematic analysis of the causes of the offenses and the conditions that allow them to take action measures.
  • vii. Maintaining public order and protection of public safety, organization of control over compliance with the rules of acquisition, registration, storage and use of prohibited or restricted by laws of UGiC.
  • viii. To increase legal awareness and legal culture in society, forming in citizens an intolerant attitude to violations of the law, developing in them a sense of obedience to the law and respect of one another.

L. MINISTER OF INFORMATION;

  • i. He/she shall be responsible for developing and maintaining UGiC brand.
  • ii. He/she shall serve as UGiC spokesperson to the media and the public in line with UGiC constitution and as directed by the UGiC President or Vice President or UGiC cabinet communication center.
  • iii. He/she shall be responsible for managing discussions on all UGiC platforms to remain in the interest of UGiC.
  • iv. He/she shall be responsible for managing the production of all marketing and communication materials and publications
  • v. The Minister of Information shall perform his/her duties under the direct oversight of the Permanent Secretary and Prime ministers.

M. MINISTER OF ENTERTAINMENT;

  • i. Raise the level of awareness and appreciation of Ugandan Culture as an entertainment product.
  • ii. Schedules events and coordinates activities with entertainment and other community programs.
  • iii. Contacts caterers, entertainers, decorators and others to arrange for scheduled events.
  • iv. Organizes Competition or challenges to increase knowledge and awareness, extempore competition, Debate and group discussion from platform activity programmes.

N. MINISTER OF INTERNAL AFFAIRS;

  • i. The Ministry of Internal Affairs of Ugandans in China is a public administration body, which generally manages and coordinates the activities of the system of internal affairs.
  • ii. The Ministry reports directly to the President,Vice President and the Cabinet of Ugandans in China.
  • iii. Raise awareness for the community in the spirit of love for UGiC community patriotism, respect for home and mainland laws and values.
  • iv. To organize practical work to protect UGiC community members from the ideas of hate, scam, unemployment , violence and cruelty.

O. MINISTER FOR STUDENTS AFFAIRS;

  • i. Plans and arranges social cultural and recreational activities of various student groups according to their university policies and regulations: Meets with student and faculty groups to plan activities.
  • ii. Encouraging Ugandan students in China to participate more in university games and sports activities.
  • iii. Advises student groups on financial status of and methods of improving them selves.
  • iv. Researches and performs student counseling regarding the University's admission requirements, available curricular and academic programs, housing, scholarships and financial aid.
  • v. Maintains broad working relationship with students, embassy officials and UGiC community.
  • vi. Attends and participates in students board meetings, professional development seminars and other student support related meetings UGiC is invited to.
  • vii. Creates and provides reports directly to cabinet, maintains student records on UGiC database.
  • viii. Provides contact point for enrolled and prospective student information

P. MINISTER OF TRADE;

  • i. Conducting assessment and development in the field of trade
  • ii. Formulation and stipulation of policies in the field of strengthening and development of UGiC community trade, consumer empowerment, and quality control of money exchange business.
  • iii. Fostering and providing administrative support within the Ministry of Trade.
  • iv. Orderly measurement, and supervision of circulating goods and / or services in the community, as well as supervision of trade activities.
  • v. Maintains UGiC records on scammers database, creates awareness and warning to the community on fraudsters not to deal with.
  • vi. Promotion, development and improvement of products.
  • vii. Increase market and sales of UGiC customized branded products and services in different platforms.

Q. MINISTER FOR WOMEN AFFAIRS;

  • i. To provide individual or group counseling of Women on selection of social activities and use of leisure time.
  • ii. Attends and participates in platform meetings, professional development seminars and other Women support related meetings.
  • iii. Strengthening of programs and initiatives for control of unwanted pregnancies.
  • iv. Reports cases of women to the Chief whip, special advisor, and Health Ministry and where need be other Ministries may give support.
  • v. Encourage women to participate in community programs and activities.

R. MINISTER FOR RELIGIOUS AFFAIRS;

  • i. Assisting research and publications in the field of religion.
  • ii. Arranging and participating in UGiC community conferences, seminars and dialogues on matters related to religions and religious affairs.
  • iii. Conducting religious worship, providing pastoral care (especially to the sick, distressed or needy) or conducting Virgils.
  • iv. Ensuring social development, conducting research, preventing favoritism and strengthening religious harmony through the different activities of UGiC community.
  • v. Establishment of moral and ethical UGiC community.
  • vi. Ensure respect of all members religions and tribes.

S. MINISTER FOR MENS AFFAIRS;

  • i. To provide individual or group counseling of Men on selection of social activities and use of leisure time.
  • ii. Attends and participates in platform meetings, professional development seminars and other Men support related meetings.
  • iii. Reports cases of Men to the Chief whip, special advisor, and Health Ministry and where need be other Ministries may give support.
  • iv. Encourage men to participate in community programs and activities.

T. MINISTER OF HEALTH;

  • i. Provide strategic direction for health delivery services to the community members in different regions.
  • ii. Strengthening of programs and initiatives for monitoring/control/elimination/ eradication of specific preventable diseases (malaria; tuberculosis; HIV/AIDS; Vaccine Preventable Diseases e.g. measles, tetanus, poliomyelitis)
  • iii. Improvement of access to reproductive/sexual health services and information including Family Planning.
  • iv. Report all health emergency cases to cabinet for approval.
  • v. Works hand in hand with the Information, Welfare and Finance Ministries to carry out community fundraising of approved emergency health cases by UGiC cabinet.

U. MINISTER OF SPORTS;

  • i. Promotion of sports and games and athletes welfare programmes.
  • ii. Monitors the functioning of the community sports Programs and much more members undertaking sports activities.
  • iii. Plans and programmes for sports and UGiC member development are chalked out and cabinet approval obtained before it is executed.
  • iv. Financial assistance as grant-in-aid is extended to the community to carry out sports and other activities.
  • v. Organisation of Inter City or province tournaments.
  • vi. Encourages all UGiC community members to participate in all community sports activities.

V. SECRETARY FOR CABINET;

  • i. To assist the permanent secretary.
  • ii. Functions on behalf of the permanent secretary in case of his/her absence.
  • iii. Take over from the permanent secretary in case of resignation, or removal.
  • iv. In the absence of the Speaker or Deputy Prime Minister, He/she shall preside at appropriate meetings.

W. SPECIAL ADVISOR;

  • i. To help the community gain new insights and advice to solve problems or explore new opportunities by stimulating robust, high-quality conversations.
  • ii. Mentoring to the Cabinet members or the Executive and the community.
  • iii. To provide current knowledge, critical thinking and analysis to increase the confidence of the community leadership.
  • iv. Contribution to Cabinet outcomes through value-driven insights and advice.
  • v. Contribute to the goals and desired outcomes as per the vision of UGiC community.
  • vi. Strategic introductions and advocacy within approved guidelines for UGiC community.

  • a. No person may be a candidate for any elective office unless he has the qualifications of a full member.
  • b. All candidates must show interest in members viewpoints and possess the key qualities, skills and knowledge that are characteristic of an effective leader.
  • c. All candidates shall have an understanding of voluntary and community sector, be able to delegate, be a good at team building, be sensitive to the feelings of members, be approachable and be a good strategist.
  • d. A candidate for Presidency of Ugandans in China must have sound knowledge of the community’s work, be impartial and objective, have no record involving dishonesty and abuse, must have been residing in China for not less than 2 years and should be in possession of a valid permanent residence permit.

Each person appointed or elected to an office shall subscribe to the following oath of office before entering upon the duties thereof: "I………………………., from this day the……………………… do solemnly swear (or affirm) that I will support and defend the Constitution of Ugandans in China; that I will carry out faithfully and impartially the duties of my office as to the best of my ability; that I will promote and protect the best interests of the Ugandans in China Community, in accordance with this Constitution and By-laws. So, help me God/Allah.”

SECTION 1: The Cabinet shall meet on the last Sunday of each month at 9pm unless otherwise ordered by resolution, and may meet at such other times as may seem desirable to the Cabinet.
SECTION 2: Ten members of cabinet shall constitute a quorum.
SECTION 3: The following shall be the order of business unless changed by or with the consent of the Cabinet, namely: Call to order by the President; Roll call; Announcement of quorum; Reading the minutes of the last meeting; Correction or approval of the minutes of last meeting; Ministers reports; AOB;
SECTION 4: CABINET GUIDELINES
  • a. Abide to the UGiC constitution. It’s our main source of reference and guidance. Other points of reference can be used like guidance from previous leaders, common logic or cabinet rulings among others. However on all contradictory or contemporary issues we shall always first refer to our constitution for guidance.
  • b. Confidentiality: Cabinet matters shall be kept among cabinet members. Communication to the public should be authorized and through official channels.
  • c. Descent language is strongly required both during cabinet discussions and in public communications. Avoid vulgarity and abusive or disrespectful language.
  • d. Good conduct. Cabinet members should exhibit exemplary conduct and keep a good public image.
  • e. Meeting attendance. Should be regular. Failure should be reported to the President or prime minister in time.
  • f. Sacrifice. Cabinet members are reminded that our service is voluntary. This calls for personal sacrifice of both time and resources where need calls for to serve our community.
  • g. UGiC platform Alias; all cabinet members should change their alias in all UGiC platforms to their roles. All cabinet members should also follow the admins rotation and always complete their tasks with guidance of UGiC platforms rules and guidelines and the constitution.
  • h. Personal, political and religious affiliations are respected but should not be represented as a basis for both service and association. We are and also serve a very heterogeneous society. Lets embrace unity in diversity. If possible let’s retain these differences off the cabinet agenda at all times.
  • i. In addition, the cabinet is guided by the rules governing our main online platforms, UGiC WeChat group. These are shown below;

SECTION 1. Have respect for each other.
  • a. Respect each other’s ideas
  • b. Respect the other group members
  • c. Don’t interrupt each other
  • d. Everyone’s opinion should count
  • e. Please refund named red packets.
SECTION 2: Be willing to cooperate with others on their ideas
  • a. Keep an open mind
SECTION 3: Effective communication.
    a. Make sure everyone is able to be vocal about their ideas and problems using English or any language from back home
  • b. Give ideas no matter how “off” you may think they are.
  • c. Discussions of home politics in a healthy manner (can use any home language)
  • d. No Tribalism, Racism and respect each other’s religion.
  • e. No discussions of mainland politics
  • f. No spamming of group e.g., with DICE, stickers etc.
  • g. NO PORN/ VULGARITY
SECTION 4: Strictly for only Ugandans in China and those that once lived here.

Ugandans in China community funds shall be used for:
  • a. Emergency hospital cases
  • b. Cases of death of a full members mother, father, spouse and kids, the cabinet minister of finance shall make a fundraising.
  • c. A member who has some issues and got arrested for cases not violating Chinese laws such as (Chinese laws such as (scam, drug dealing, human trafficking and other big violations)
  • d. Death of a member of the community.

SECTION 1: This Constitution and By-laws shall be effective from and after the date of its ratification by a majority vote of those voting at an election called for the purpose by cabinet. Provided, that at least 30 percent of those entitled to vote shall vote in such election, the ratification to be formally certified by the Electoral commission.
SECTION 2: The persons entitled to vote in the election on the adoption of the Constitution and By-laws are all the adult registered members of the Ugandans in China community under the direction of the cabinet in consultation with the legislature.

This Constitution and By-laws are herewith approved and submitted for ratification by a group of Counsels, a group of Ugandans in China (UGiC) founders; Mutambo Edward (Mr Hearts), Bulya Edith Juliet, The first UGiC platform management team; Ssemanda Francis, Robert Nyakahuma Eddy, Ssemakula Kityo Henry, Wandwasi William, The Late Goobi Rastal, Agaba Anthony (Ivan Gagamel), later joined by Kato Charles, Kalema Joseph, Omuntu Wawansi (Ssenkindu Samson Ian), Nakyanzi Florence, Ms Jacqueline Nangendo and Henry Martin Serunjogi, The petitioners; Mwavita Jahazi, Kagonyera Samuel, Levinne Babra, Asega Wendy and the first UGiC Electoral commission; Omuntu Wawansi (Ssenkindu Samson Ian), Talemwa Phiona, Kagonyera Samuel, Papa Kabby and Ms Jacqueline Nangendo.
